The Legal Unit advises the Agency on institutional and governance matters, ensures compliance with EU law, coordinates data protection, ethics and whistleblowing, and manages requests for public access to documents. It also maintains the internal legal library.

The Agency's ethics framework covers conflicts of interest, gifts and hospitality, outside activities and post-employment obligations. Staff members must comply with the Staff Regulations and the Agency's Code of Conduct.
Under Regulation (EC) No 1049/2001, any citizen may request access to documents held by the Agency. Requests are handled by the Legal Unit within 15 working days.
